Hi Bill, this is not going to help you in your argument but the Caltrans standard plans require 10 #8.  Here is the reference:
 
 
Look under, SIGNALS, LIGHTING AND ELECTRICAL SYSTEMS or search for plans ES-6D and detail in ES-7N.

The UBC Version of this code section (1910.8.4) ends with ?This provision shall not apply in Seismic Zones 3 and 4?.

 

Sigh?

 

Besides, I still would need half or (5)-#8s (which is still ridiculous).
