Extended end plate bolt hole mis-alignment...

Another engineer in the office had some columns on site w/the holes for
the extended end plate located incorrectly.  The holes were not placed
per the contract and shop drawings.  Of course the contracter wants a
field fix and the steel supplier more than likely doesn't want to
fabricate of take the columns back to the shop.  The extent of the
problem has not yet been determined, i.e. just a single column or all
the columns.  

Has anyone used, seen of heard of a field fix for the columns and/or end
plates?  Seismic design category "C".
