This I received from a Cement Association rep just recently:

The latest is the handbook will be out by the end of January and yes the new A23.3 will be included along with explanatory notes.   CAC is trying something new with this publication.  It will be produced and sold by a group called OrderLine Inc.    So, to order it you have to go to there web site:    I just checked you cannot order it yet.  Suggest you check their site on Jan 30th.
