Hmmm...sounds military to me. I'd look at overturning and sliding, and use the wind provisions in ASCE 37, Design Loads on Structures During Construction with attention to the time frame your fence needs to be active. Naturally, for "containment" your loads will have to include reasonable impact forces, but that's really just an energy balance in the stability mode. For grass, as David mentioned, it might require a roughened (pointed) base and some testing.

I am designing a portable fence 2.1m height) to be used a temporary
fence. Project requirement is not fix to ground by any means. Are there
any guide lines for fence design. I am considering wind load alone. Is
it sufficient?  Or do I have to add some lateral load (similar to case
of Hand Rail, 100Lb in all directions).
