Scott, 
In Ontario, you can get a temporary licence relatively
easy from PEO, provided you have a collaborating Ont.
P.Eng. You are responsible for the design, but he is to
ensure that it is in conformance with Canadian and Ont.
codes.  I am on my third such collaboration now.
