There are some pretty good high puild epoxies that could coat the steel that wouldn't be that expensive for a  12' long wall.  Mortar on the hidden back side is also not a bad idea. We use mortar lining and coatings to prevent corrosion on steel water pipelines all the time. There are plenty of pipelines, with 1/2 to 7/8 inch mortar coating which have lasted 75 years.
 
Remember, this is a swmbo project and Daryl may have to bend the rules a little.  :<)

I actually started out with that idea, then considered suggesting aluminum angle/bent plate, before deciding that it started sounding like more and more cash. We're engineers, not lawyers.  Anyway, I also wondered what the back side would look like with steel and concrete mixed, and the inevitable oxide staining. And if he went with aluminum instead of steel for corrosion resistance, then he'd probably be looking at ss fasteners. It just got uglier from there. Then again , rusty metal might be just the look Daryl's looking for. I hear that junkyard / projects look is all the rage now.  Throw up some rusty, bent chain-link and it'll be a sure hit at whatever design symposium the architects hold. ;-)

I'm going to guess that a landscape wall is too think, and that swmbo is thinking of a knife-edge look.  Why not put in a 4 foot tall (2' in the ground, 2' above) concrete wall with a tapered top, so that at the (I'm assuming) sod surface, the concrete is only about 1"-1.5"  thick. By tapering the last foot or so, there should be enough slope to hold dirt and support plantlife.  Thin top, no steel, paintable/stainable exterior.
