Paper space is used for full scale plotted elements only (borders and non-drawing items). I dim and note everything in model space, then xref into a plot drawing - MS for plans, PS for details (plans can have lots of extraneous stuff, so I find it easiest to viewport them.) This may change a bit once I learn to use ADT, but for now, it's the way I've done it since R14.
