I clipped this from the spec. guide off a site belonging to a prominent ladder mfr.:
 
B. Certifications
1. Exit ladder device: UBC Std. 33-3.
2. Supplementary means of egress: Underwriters Laboratories.
3. Supplemental escape device: Accepted under BOCA and ICBO evaluation reports for use up to 30 feet under appendices of Uniform Building Code and Uniform Fire Code.
4. Mechanical Equipment Ladder: Accepted under ICBO evaluation reports in compliance with Uniform Mechanical Code.

When one designs ladders, ladder cages, walkways and stairs for commercial clients, what is the governing design standard?  It is an OSHA, ASTM, ASME, ANSI standard or other?
