It's been awhile, but I have done this with "Conditional Formatting."
However, the conditional formatting routine seems to be a bit behind in
functionality; I seem to recall that you had to do a lot of copying and
pasting to get it to work right (i.e. individual cells rather than
regions).

I solved a lot of it by doing "search and replace."
