Bush never actually said "Mission Accomplished."  That was the wording on the banner flying above him on the carrier deck.  What he said was, "...major combat operations are over. In the battle to liberate Iraq, the US and it's allies are victorious."

I fail to understand the hype on that statement; a mission can be accomplished without a war being won.  I don't know the context of the statement, did he say, "We came here to win a war.  Mission Accomplished."?
