I'm not aware of a specific limit in the AWWA documents (which specify the requirements for potable water tanks) restricting the dimension between potable water tanks but there are practical limits to allow for constructability.  If they are steel tanks, lifting equipment and welding or bolting access provisions (platforms, lifts, painting platforms, etc.) would control the dimension.  If prestressed, the wire wrapping machine (for wire wrap tanks) requires room to pass between the two tanks.  For post-tensioned tanks, space (again for lifting equipment and work platforms, etc.) would require a certain amount of space to form the walls and install the tendons.
