Here in Canada, using CAN/ CGSB - 12.20-M? Clause 7 "Special Requirements", your would not be able to construct a glass balustrade or rail without a top rail.  That is necessary to guard against "fall-through" if a panel breaks.

I'm having a little problem with a glass guard rail for a church
balcony.  They don't want a handrail as that would obstruct the line of
view.

Does anybody have any experience designing glass or have any references
