There is a good discussion and a lot of references listed in FEMA 450 (2003 NEHRP), Chapter 3.

Building Codes now relate soil properties to shear wave velocities.

For Examples, 2006 IBC Section 1613.5.5 for site classification, FEMA 356
Section for stiffness parameters, ATC 40 Section 10.5 for
Characterization of Site Soils.

What soils text is a good source for understanding these relationships?

I'm interested, in particular, in knowing how to develop elasto-plastic soil
spring properties for a dynamic analysis that includes soil properties.
