It is based on testing.  Structural epoxies marketed for construction
application have been tested and submitted to a code-writing agency
evaluation service; ICC-ES, for example.  You can go onto the ICC-ES
website, with the product's name to download the Evaluation Report that
gives conditions for use and strengths for use as an alternative to
materials in the Building Code.  Some manufacturer's websites also make the
Evaluation Reports available.  Not all epoxies available from the local
Building Supply Center are structural, or at least not all have Evaluation
Reports from a Code-writing agency.
