My 2 cents  

I think rho has to do with the energy dissipation ability of the lateral loads resisting system, and who says energy dissipation says inelastic deformations. Unless dealing with extreme loadings (blast for example), it would be unsafe to design a structure to absorb energy through inelastic behavior under "normal" gravity loads.
