The person you are referring to is Franklin Lew, former CBO for the City of Caounty of San Francisco, later CBO for Contra Costa County, CA and an early SEAOC list member. He was one of the most practical building officials I've ever met. I had the pleasure of serving on a committee with Frank and he treated the committee business the same way: when he thought there wasn't any significant justification for what was being proposed, he would ask why we were doing it. He was almost always right. We need more people like him in the "Code" business.
