What about the negative pressure? It acts on the entire height of the wall, from TOW to TOG at the wall toe, and is additive to the soil pressure.

We design based on exposed height of wall.
If your wall is 12' high and 6' of retaining, then design for 6' of wind loading.
The wind load on the wall that pushes against the soil is neglected, only wall above the soil is dealt with..
