I was always getting into that with people specifying the ASME Code rules (but no code stamp) for evverything. The best solution for that is to point out how much additional it's going to cost for things like weld QA and material specs; then suggest a particular sub-set of rules which makes sense. The client usually buys it, because most of the time the purchasing agent or expediter or project gofer usually doesn't know what he's actually asking for anyway, and he's grateful for the help.
