Driveway surcharge on retaining wall

I am looking at a short, 4 ft to 5 ft retaining wall that is on a property line.  The property line is on the heel side of the wall, therefore there is no heel at the footing.  Also, there will be a driveway on the heel side of the wall in the future.  If I put a 2 ft (highway) surcharge on the heel side of the wall the footing at the will seems to excessively large.  Since the driveway will be to a residence I think the 2 ft of surcharge is excessive, but there may be some short term construction loads that will be larger than passenger vehicles.  I think that a 1 ft surcharge would be fine for the life of the structure.  Anybody out there disagree with using a 1 ft. surcharge?
