Section 2305.3.11 of the 2006 IBC requires steel plate washers to be 0.229x3”x3” and the 2003 IBC required a 3/16”x2”x2” per 2305.3.10.  Does anyone know where this change came from and why?  I believe the larger width may be a result of trying to reduce cross-grain bending of the sill plate but why did the plate become thicker?
