AWS D1,1 Subparagraph 3.1.3 Welding shall not be done when the ambient temperature is lower than 0F (-18C), (see 4.2) when surfaces are wet or exposed to rain, snow or high wind velocities, or when welders are exposed to inclement conditions. 4.2 explains additional requirements for preheat and interpass temperatures.
