I'm pretty sure that eccentric load on the bolt group explains the value in the 3rd Edition and why the values are different in the 13th Edition. Here's the third edition calc: a=3", phi*rv=15.9, C=.88. phi*Rv-.88*15.9=14 Kips.

In the thirteenth edition it says on page 10-102 that for STD holes eccentricity can be ignored for up to 9 bolts in the "Conventional Configuration." So that eliminates what was the governing case. Voila!
