This might not be much help to you but if there were such an interpretation it surely would not be in active seismic or high wind zones and even if there was such an interpretation I would not use it for any rationalization of existing use or for new installations.

Is anyone out there familiar enough with the PFGMH to know if there are any interpretations or modifications which allow the use of unmortared (dry stacked) CMU piers? Also, is there an interpretation which allows the exterior of the piers to be covered in a cementitious compound in lieu of mortared bed joints?
