Wouldn't that complicate inspecting fatigue details?

I believe that those who write the AASHO Bridge Code should study a
little more about how fire affects uncovered steel and provide protection
such as we do in buildiings.
I also believe a reinforced concrete bridge possibly would have survived
the fire.
