Dear Anantha,
                        IBC and UBC are commonly used in Gulf Countries. Most of Dubai's high rise are designed by multinational consultants based at Dubai. Hence International Codes are extensively used in this part of world.
Steel designs are based on AISC and BS 5950 as well as MBMA.
Building permits are mandatory to begin Project Execution. It is not that easy to get permits.
