Can't help you out on the seismic zone for Qatar, but the 'UBC 97, still being used in California.

The zones are:
        1       Z = .075
        2A      Z = .15
        2B      Z = .2
        3       Z = .3
        4       Z = .4

We have an O-L-D project specification that indicates "use UBC '97 Zone 1," but I wasn't even aware there WAS a Zone 1 for UBC '97.
