We used to use 12" when I was in Seattle.  I have only seen the ground
freeze once to maybe a 1" depth when I lived there for 16 years.

Eh, according to table 5.6 of the HUD manual, a minimal foundation
depth for low-rise construction is 12 inches (30 cm).
