No, this will run 32-bit Windows just fine.

If you're old enough you might remember that going from 16-bit to 32-bit software made a huge difference in performance (e.g. using DOS/Win 3.x on a 386, 486 or Pentium, circa fifteen years ago). That's not so evident now, however, since the hardward now runs rings around anything that was available even for Mainframe computers at that time.
