One of the silly aspects of the three-year cycle is that by the time most jurisdictions have adopted the later code, it's time for a NEW version to come out. Lots of "churn" to no real end.

It made sense ten years ago or so, when design standards were undergoing cataclysmic changes. But so much of that has settled down now that it makes no sense to keep up the accelerated pace.
