Yes...the intent is to add an additional wind load "case" that has a 10 psf pressure on all surfaces.  Thus, you calculate wind pressures per the provisions that has different pressures for different surfaces...that is wind "case 1".  And then also check 10 psf on all surfaces as "case 2".
