If you want to be a butt about it, put a double angle or cast-in-place schedule on your drawings and indicate no substitutions allowed. Offer a letter to the GC that if he gets the AHJ signature approving a substitute, the you will review the "shop drawings" for the substitution and approve or deny based on the engineering.
