Dave,

I see that you're correct -- the report has not been updated to make it
compatible with the IBC.  I think that it is an enforcement issue subject to
your judgment and the Building Official's ruling.  

I used to deal with Ernie Sumpf Tech Rep for Concrete Fastening systems at
the ITW/Ramset/Redhead So. CA regional office [Fountain Valley]
1-800-EBBERTS and found him very helpful.  He or whoever is currently there
may know how the ICC ER is now being handled for that product.

Maybe I'm missing something ...

Section 4.0 of the report states that the product complies with the 1997
Uniform Building Code, not the 2006 International Building Code.  I'll
admit that I am not too familiar with enforcement issues related to
legacy reports, though.

Dave, the ICBO Report 5560 is now a ICC Legacy Report, still valid.  See

approved under the older codes.

Take a look at Epcon Acrylic 7 Adhesive Anchoring System with umbrella
insets.  The old ICBO Report was ER-5560.

Is anyone aware of a drilled-in anchor product on the market that has
current ICC approval for ungrouted masonry?  HILTI had an epoxy product
with the screen tubes, but it has not been approved for current code
use.
