Having just completed a fairly large DSA Project. You must design everything in the foundation for OMEGA level forces except the soil pressure check. The flexural steel in the foundation are the doozy... Went through the RIP process on this and unless you want to get into maximum force that can be delivered to the system (push over analysis), you won't get them to accept anything less. If you are dealing with OSHPD, then even the soil pressure must use Omega, so get your soils engineer to give you better values.

CBC Section 1633A allows the use of omega = 1.0 for the superstructure to foundation connection. I believe this refers to the anchor bolts in general. Did anyone applied it also to a bottom brace to column connection or to a column splice just above the foundation?
