I'm not sure if this is what you are referring to, but if you intend this to
include wood residential construction then check out in International
Residential Codes which are prescriptive methods for the design of
light-framed structures. An architect or engineer is not required if the
conditions stated in the code (including plan irregularities) are properly
addressed. Beyond this, even proprietary structures such as metal buildings
are tested for compliance and are still engineered to the best of my
knowledge.
