RE: non engineering building

Depends what is meant by seismic zone, and non-engineering. The Australian
timber framing code AS1684, is a pre-engineered solution for timber framed
houses and similar buildings.

Our building code, and recent regulatory impact statement for revised
earthquake code, maintains the view that housing to AS1684, is provided with
adequate resistance for earthquake due to its wind loading requirements.
That presupposes that our high wind loading regions are also high earthquake
regions. As to whether additional detail is required for earthquake depends
on the classification of earthquake hazard/risk.

Our one and two storey timber framed houses are largely designed by builders
and timber estimators to AS1684, and approved by building surveyors. So the
only engineering involvement is in the creation of the code: and possibly
classifying the site for wind and earthquake.

Additionally residential footings can be taken from AS2870. Plus Building
code of Australia (BCA) volume 2: residential also has prescriptive
solutions for buildings: limits of suitability for earthquake zones are
given.

Housing however seems to be something different countries have differing
levels of tolerance on damage and economic losses due to various causes. So
a prescriptive solution accepted in one country maybe totally inappropriate
in another. AS1684 is supposed to be pre-engineered and the structural model
is presented in AS1684.1 (part 1): it only covers wind loading. So can only
assume the authors of the earthquake code AS1170.4, have made and
independent assessment.
