A weighted average is not applicable, each load duration factor must be applied to its own load combo:

DL = Cd = 0.9
DL+L = Cd = 1.0
DL+S = Cd = 1.15
DL+0.75(L+S) = Cd = 1.15 (IBC load combo's)
DL+W or E = Cd = 1.6
and so on.
