Bill is right in that when the 2006 IBC starting fiddling with the load combinations without considering all the locations where ASCE uses these it created some gaps and inconsistencies.  See the below CODE SIMPLE articles for some clarifications in regards to IBC Load Combinations.

You are correct, the assumption is they're "incorporated by reference." But further confusion is down by the additional load combinations in ASCE 7 that don't have counterparts in IBC.
