We looked at this once, called the hot tub supplier, he said that all of his hot tubs are supported by the exterior frame.  This put all the water load as four line loads, two perpendicular to the joist and two parallel to the joist.  You may want to identify the tub type to verify the support!

My client would like his new wood deck capable of supporting a hot tub. The
exact size is to be determined. From my research I'm thinking 150 psf
(DL+LL) will be adequate. Any opinions would be greatly appreciated. This is
for a single family residence.
