A 4" overlay does not appear sufficient for the given heavy equipment and the environment, and is likely to crack again. A thicker overlay with doweled rebars monolithically poured over the original (leaking) cold joint may effectively prevent leaks even without waterstops.  You may also consider the necessity of the control joints.
 

Steel-Fiber reinforcement (e.g. "Dramix"), either through the slab or in a thick topping.
