Certain paints, like baked on kynar, are acceptable ILO of neoprene as well.  See ADM05 6.7.1
However, be careful of what material you use with such applications, as the heat of the baking process exceeds the allowables of table 6.3-1.  in most applications I treat the entire section as weld effected if I'm forced to use one of those tempers.
