thanks for your detailed answer, it explains me a lot. Also, your
comments on the current market state are also valuable.
Your system seems slightly more familiar to me than the USA system.
Here, designs for new construction are to be approved by state
expertise. I'd want to say it is a peer review but it is actually not
since too often the expertise is experts' sole employment. Drawings
are signed by the EOR (sort of) and the deliverables are usually (but
not necessarily) stamped by the issuing organisation.
Also, as I have said, there is licensing on enterprise level. To get
licensed, a design firm has to show a certain set of qualifications
that the employers possess - usually B. and M. degrees. The license
explicitly states what kinds of services are allowed to be delivered
to the public.
Our team deals with structural assessment in nuclear power industry so
to get (and stay) licensed, we additionally have to employ some
Ph.D.'s (not a problem since there's plenty of them here) and register
some equipment for survey, testing and the like.
