Okay yeah. It seems the reference to Section 16.2.2 should just be stricken from Table 12.3-1. Since Table 12.3-1 references Table 12.6-1 which references all of the analytical procedures. This would explain why 12.9 isn't in Table 12.3-1.

I don't read it as a requirement to use non-linear analysis in chapter 16.  If you look at table 12.6-1, the equivalent static method is permitted.  Non-linear is also, but not requited.  It does beg the question of why the multi-modal method in 12.9 isn't also referenced in Table 12.3-1, but we all know the code can be inconsistant.

I have a structure with horizontal structural irregularity type 4. Per Table 12.3-1 it references compliance with Section 16.2.2. Section 16.2 is Nonlinear Response History Procedure. It seems excessive to require nonlinear response history vs a response spectrum analysis. What am I missing?
Also why is Table 12.3-1 referencing 16.2.2? Shouldn't the reference be to 16.2?
