RE: new weep holes in exist. retaining wall

We did this once by coring a 3” hole, then wrapping some graded gravel in several layers of geofabric and pounding this sock into the soil behind the wall where it expanded just enough to lock itself in place behind the wall.  We did a dozen of these and they all worked.  This was a seawall with a high water table behind the wall.

Is there a way to install weep holes in an existing retaining wall without allowing fill from behind the wall to wash through the holes.
