Earthquakes and friction.

This comment in reference to the discussions still raging:
 
If you think about friction between tank's bottom and concrete underneath
the answer is simple: Regardless of static and dynamic coefficients
the tank will simply slide along during earthquake, in small steps.
There is no friction to speak of.
 
The situation is better when the tank sits on a granular medium, such as soil.
