It may not be a bad idea.  The intent of the plate washer at sill plates was because of cross grain tension failure in the sill that was evident in the 1994 Northridge event.  Considering masonry/tilt-up construction has seen failure in a similar manner, I'd say to call out plate washers.

Are plate washers required for the connection of a ledger to a Masonry wall? Code requires the use of the plate washers for the connection of sill plate to the foundation. I have not been able to find anything regarding the connection of the ledger to a wall in this Seismic Category??!!
