Also by the same token, just because the process can achieve a capability of
+/- 2mm, it doesn't mean go around specifying a tolerance of such, when the
end-product will have acceptable performance if variability of +/- 50 mm is
permitted.

Tolerances come from functional requirements of the end-product.

In the building and construction industry tolerances appear to be coming
from the capability of the industry. So specified tolerances are either too
high or too low, or just plain unsuitable for the required performance of
the end-product and/or economy of production.
