use of neat cement

4000 psi neat cement is referenced in ACI 318-08, R18.18.2 as a bonding grout for PT tendons that also reduces corrosion.

Test blocks are 2 inch squares.
A non-post-tension beam with a cross section of an 8 inch square seems to not have been tested.

Material expansion is limited 5 to 10%.
A whole poured bond beam may have expansion that is incompatible with the wall.
