As David M. noted, ACI committee 440 is "in charge" of fiberglass rebar design, etc.  Our office had a lunch-and-learn from a FRP manufacturer.  They basically said the rebar is linear elastic, in that once it yields, it fails.

For what you initially described, the fiberglass rebar should be fine as long as they won't be subjected to significant loading.  As for cover requirements, well, the fibers won't necessarily corrode.  So, you should be okay with providing the cover as if the reinforcing were steel.

Just note, any hooks or bends in the fiberglass bars are produced in the shop, and they cannot be modified other than being cut to length in the field.

Thermal changes need to be addressed. I recommend that you become an expert for this product or don't use it.

Going to a seminar is not needed and will never replace Reading the code text.
Beware of seminar lecturers and product reps claiming the standard of care interpretations of code.
