I have never used it, but you might also want to look at ACI 440.2R Guide for the Design and Construction of Externally Bonded FRP Systems for Strengthening Concrete Structures.

I would start out by discussing this with the Fyfe Company, QuakeWrap, or other company specializing in this.  

This is the ICC ESR that Fyfe developed.  It is a good starting point.

Can anyone shed some light on how to equate shear capacity of carbon fiber wrap to that of transverse reinforcing steel?
ie. Quantity of wrap needed in order to provide shear capacity equivalent to transverse steel reinforcement of X(in2/ft) of column ht...
