This is a large area for discussion.  The ASCE has several documents on petrochemical deisgn.  One of the big areas is blast resistance, and again the ASCE publishes documents in this area. 

Wind Loads and Anchor Bolt Design for Petrochemical Facilities



There are a whole series of documents published by the Process Industry Practices and the API.
